      本文以灌区效益为总体目标,以经济效益、社会效益和生态效益为子目标,各目标下设指标数据,建立了灌区效益评价指标体系,以模糊综合评价法为求解途径,建立了灌区效益的数学模型,并以精河流域上游灌区为实例应用,对2012年至2016年灌区效益发展指标进行分析评价,得到灌区效益逐年提高,评价结果与实际相符,该法对灌区效益的评价具有可靠性。

      This paper takes the benefit of the irrigation area as the overall goal, economic benefit, social benefit and ecological benefit as the sub-objectives. Index data is set under each target, and the benefit evaluation index system of the irrigation area is established. The fuzzy comprehensive evaluation method is used as a solution to establish the benefit of the irrigation area. The mathematical model is applied to the irrigation area in the upper reaches of the Jinghe River Basin as an example to analyze and evaluate the efficiency development indicators of the irrigation area from 2012 to 2016. The benefits of the irrigation area have been improved year by year, and the evaluation results are consistent with the actual situation. The method is reliable in evaluating the benefits of the irrigation area.
